1 Timothy 2:1-2
"I exhort therefore, first of all, that supplications, prayers, intercessions, and giving of thanks be made for all men, for kings and for all who are in authority, that we may lead a quiet and peaceable life in all godliness and honesty."
Here Paul is telling Timothy to: pray, plead, intercede, give thanks for all men (especially those in authority over us) that they may be saved. Christ died for all, the just and the unjust, the rich and the poor, the master and the slave, the Jew and the gentile - everyone. Why? So that all may come to the knowledge of the truth (v.4). He is not willing that any should perish but that all should come to repentance (2 Peter 3:9).

"Pray ye therefore the Lord of the harvest, that He will send forth laborers into His harvest.” (Matthew 9:38)
